ULDC Implementation


Power system in India is being managed by grouping the utilities into four regions namely Northern, Southern, Western and North Eastern. With the rapid growth and vast geographic spread, Operation and Management of Integrated Power System forming regional and National Grids has become complex and challenging task, requiring Co-ordination amongst various Central and State sector Generation and Transmission Utilities. This has necessitated the need to modernize the existing Load dispatch and Communication facilities under ULDC project to deliver the quality power economically, reliably and securely. The ULDC scheme has been implemented in OPTCL during the year 2002 to 2005, having State Load Despatch Centre (SLDC) at Bhubaneswar and four numbers of Sub-LDC located at Budhipadar,Meramandali, Bhubaneswar and Jayanagar.


Constituents of EREB:


Orissa (OPTCL), Bihar (BSEB), Jharkhand (JSEB), West Bengal (WSEB), Damodar Valley Corporation (DVC) and Sikkim are the constituents of Eastern region. The activities of the constituents are co-coordinated by Regional electricity Board (EREB) at Kolkata, who formulate policies and guidelines for integrated Power System under the auspices of Central Electricity Authority (CEA).

ULDC implementation in OPTCL:

The ULDC scheme has been implemented in OPTCL with effect from September-2005, having State Load Despatch Centre (SLDC) at Bhubaneswar and four numbers of Sub-LDC located at Budhipadar, Meramandali, Bhubaneswar and JayaNagar. Presently SLDC is functioning with SCADA provision from 58 nos RTU stations (49 Grid Sub-stations plus 09 nos generating stations) of OPTCL through ULDC Project. Besides 28 nos of CGP/EHT consumers are presently integrated with SLDC SCADA system.


SCADA/EMS Software Package:


SCADA includes data acquisition from individual RTUs, data exchange, data processing, Sequence of events recording, Supervisory control, snap shots, Historical data retrieval disturbance Analysis etc. Special features available under Energy Management System (EMS) application software are Automatic Generation Control, Reserve Monitoring, Load forecasting, Unit commitment, Hydro-Thermal Co-ordination, Inter change Scheduling, Outage Scheduler, Power system model update, State Estimation, Contingency Analysis etc.
