Overview
The Telecommunication Wing of OPTCL has been entrusted with the responsibility of establishing, maintaining, and operating a robust utility communication system to ensure efficient grid operation and centralized power system management. This communication backbone plays a vital role in facilitating grid management and power trading activities at the State Load Dispatch Centre (SLDC).
Over the years, the wing has successfully implemented several telecommunication projects related to SCADA and communication networks, ensuring seamless operation of grid substations and reliable real-time monitoring of the power system at SLDC on a 24×7 basis.
In addition, the Government of Odisha is implementing its IP-MPLS network using the OPGW infrastructure of OPTCL, which will foster highly reliable and secure connectivity from the State Headquarters to all District Headquarters. OPTCL is also implementing the State Transmission Asset Management System (STAMS), for which a dedicated MPLS communication network is being established, with the Telecom infrastructure serving as its backbone.
The Telecommunication Wing has further undertaken the prestigious BharatNet Phase-II project under the Digital India Mission, aimed at extending high-speed internet connectivity to all Gram Panchayats across Odisha. Through leasing of dark fibre to Telecom Service Providers, OPTCL is enabling the creation of digital infrastructure even in the remotest parts of the state, thereby supporting inclusive digital growth.
Achievements
- Development of a state wide OPGW-based telecom network spanning approximately 6,577 km.
- Grant of Infrastructure Provider (IP-1) Licence, enabling OPTCL to lease dark fibre.
- Leasing of 39,563 km of dark fibre to various Telecom Service Providers.
- Establishment of a reliable SDH communication network of STM-16/4 capacity covering 185 grid substations.
- Complete data acquisition and monitoring of all grid substations at SLDC for real-time SCADA operation.
- Under BharatNet Phase-II, laying of 20,383.9 km of ADSS fibre covering 3,065 Gram Panchayats.
- Strong telecom presence in remote and difficult terrains of Odisha such as Potangi, Malkangiri, Umarkote, Kashipur, and Kutia.
- Consistent maintenance of telecom network availability at approximately 99.9%.
